Developed countries have built up their infrastructure and provided plenty of resources to carry out new projects and maintain the old projects. In contrast, developing countries need to develop their own infrastructure. According to Asian Development Bank estimates, in the next decade, Asian countries will need funding to develop infrastructure of over $ 1 trillion. Obviously, governments face serious constraints on financing major projects. For this reason, the public sector tries to compensate for some of these shortcomings by employing and activating the private sector in infrastructure projects. However, there are some barriers that have slowed down the process of assigning projects, the main purpose of which is to investigate such barriers. The present study is a type of developmental-applied study. For reach method have been used the quantitative research method (factor analysis and Mann-Whitney test) have been used. The sources of documentary and library information collection and field surveys. The results show that there are eight factors of financial support and facilities, knowledge and attitudes of the parties, public sector employer, contradictory policies and instructions, financial-economic fluctuations, regulatory processes, project management, and the factors that the government has by eliminating the problems Each sector can support the private sector participation in the process of implementing civil projects in the country.}, keywords = {public-private partnership,partnership agreements,executive barriers,development projects}, title_fa = {تحلیلی بر عوامل موثر بر عدم کاربست الگوی مشارکت عمومی- خصوصی در ایران}, abstract_fa = {توسعه زیرساخت ها نقش مهمی در پیشبرد اهداف اقتصادی و اجتماعی جوامع دارد. کشورهای توسعه یافته، زیرساخت های خود را از پیش دایر نموده و منابع فراوانی برای انجام پروژه های جدید و نگهداری صحیح پروژه های قدیم فراهم نموده اند. در مقابل کشورهای در حال توسعه نیاز به توسعه زیرساخت های خود دارند. بر اساس برآوردهای بانک توسعه آسیا، در یک دهه آینده کشورهای آسیایی به منظور توسعه زیرساخت های به بیش از یک تریلیون دلار منابع مالی نیاز خواهند داشت. بدیهی است دولت ها برای تامین منابع مالی پروژه های بزرگ با محدودیت‌های جدی مواجه می باشند. به همین دلیل بخش دولتی تلاش می کند با بکارگیری و فعال کردن بخش خصوصی در پروژه های زیربنایی تا حد زیادی برخی از این کاستی ها را جبران نماید. با این حال موانعی در این زمینه وجود دارد که روند واگذاری پروژه ها را با کندی مواجه ساخته است که هدف اصلی این تحقیق بررسی و تحلیل چنین موانعی می باشد. پژوهش حاضر از نوع مطالعات توسعه ای -کاربردی است و از روش تحقیق کمی(آزمون های آماری تحلیل عاملی) استفاده شده است. نتایج نشان می دهد؛ به ترتیب هشت عامل تسهیلات و پشتوانه مالی، دانش و اگاهی طرفین، کارفرمایی‌ نگری بخش دولتی، تناقض در سیاست ها و دستورالعمل ها، نوسانات مالی-اقتصادی، اطمینان و پایبندی به تعهدات طرفین شراکت، فرایندها نظارتی، راهبری پروژه عواملی هستند که دولت با برطرف ساخت مشکلات هر بخش می‌تواند زمینه مشارکت بخش خصوصی در فرایند اجرای پروژه های عمرانی در کشور را تقویت نماید. }, keywords_fa = {مشارکت عمومی-خصوصی,قراردادهای مشارکت,موانع اجرایی,پروژه‌های عمرانی}, url = {https://www.jecm.ir/article_156533.html}, eprint = {https://www.jecm.ir/article_156533_ccde810c8687e01d2196804dd669268b.pdf} }
