ارزیابی مالی و مراحل تکمیلی تا صدور مجوز پروانه ساخت منازل مسکونی توسط شهرداری

چکیده

شهرداری یک اداره دولتی و زیر نظر وزارت کشور فعالیت می کند و در قدیم به شهرداری بلدیه گفته میشد که فقط در تهران وجود داشت و با پیدایش شهرها شهرداری های زیاد بوجود آمد و هزینه های این اداره از عوارضی از مردم گرفته وجمع اوری می شود. هدف این مقاله محاسبه چند پرونده از عوارضی که به ازای هر متر مربع دریافت و تفکیک عوارض هر پرونده در شهر می باشد. روش تحقیق این مقاله به صورت میدانی و با کمک مصاحبه انجام شده است. در این مقاله بند 4 صدور عوارض از 3 پرونده ی ساختمان از 3 منطقه شهر با شهری مانند مشگین دشت مقایسه و مورد بحث و بررسی قرار گرفته و طبق محاسبات انجام شده در بخش آنالیز و بررسی برای منازل مسکونی از 100 متر تا200 متر مبلغی حدود 20 تا 60 میلیون تومان بر حسب منطقه و آب هوا و تراکم زمین و مبلغ عوارض به ازای هر متر حدود 200 تا 400 هزار تومان به ازای هر متر شهرداری از مشترکین دریافت می کند و در نتیجه طبق مطالعات و پرس وجو از کارمندان محترم شهرداری حدود 40 درصد از درآمد های شهرداری از مجوز ساخت و ساز مشترکین تأمین می شود.شهروندان ساخت غیر مجاز املاک را انجام و بعد با مراجعه به کمیسیون های ماده 100 شهرداری گواهی عدم خلاف دریافت می کنند که اکثر املاک دارای اصول مهندسی ساز نیست.

The purpose of this article is to calculate several files of tolls received per square meter and to separate the tolls of each file in the city. The research method of this article has been done in the field with the help of an interview. In this article, paragraph 4 of issuing tolls from 3 building files from 3 areas of the city with a city such as Meshgin Dasht is compared and discussed, and according to the calculations made in the analysis section for residential houses from 100 meters to 200 meters, the amount is about 20 Up to 60 million Tomans depending on the region, climate, land density and the amount of tolls per meter that you saw in the file, the municipality receives about 200 to 400 thousand Tomans per meter from the subscribers, and as a result, according to studies and inquiries from Respected employees of the municipality, about 40% of the municipal revenues are provided from the construction license of the subscribers. is not.
